The human resource system encompasses six key activities: human resource planning, recruitment, selection, training and development, performance appraisal, and compensation.

The planning function begins with diagnosing current manpower problems and future needs. After collecting data on the existing climate, management must set clear, measurable objectives for manpower requirements.

Planners may forecasting techniques such as Markov analysis which relies on past occurrences to project future needs, regression analysis and other mathematical forecasting models, brainstorming, the Delphi technique or other group techniques.

To ensure that plans will be effectively implemented, management must also establish control processes which specify standards, measure performance against the standards, and identify deviations.
