They are:

1. Technical level: the lowest level; members produce the goods or services the organization transmits to the marketplace, responsible for efficient of the production .

2. or coordinating level: supports the technical level; acts as a communication link between upper management and the technical level, responsible for procuring resources, generating , and gathering the needed to staff, control and protect the organization.

3. Institutional level: top-level managers, ultimately responsible for the whole organization; link the organization to its environment, articulate an organizational , and determine strategic direction.
