Operational plans are detailed statements of how strategic plans are to be carried out. They are classified as either standing plans or single-use plans.
In order to have efficient and consistent responses by employees to recurring situations, organizations determine guidelines for these situations; such guidelines are termed standing plans.

Policies are standing plan that are usually drawn up for all major areas of an organization and are intended as general guides to making decisions and taking action.
More detailed procedures indicate how policies are to be carried out. Most organizations have procedures manuals, often for several different levels of the organization.
Rules are also predetermined guides to action. However, they can stand alone and often have no time constraint.
